The short answer to this question is both. But arguments can be made for either case. Without the proper search engine optimization your article will likely not be noticed by the search engines. If your content is poor, readers will likely not return to your site. Having a happy medium is key.
In order to having your site not only rank, but rank well with the search engines, you will need to use keywords. These words, repeated within an article several times, will help your article to be indexed. The problem with keywords is that when people find out this information, they tend to over use keywords, or keyword stuff, assuming that more is better.
Keyword stuffing greatly hurts the quality of your content. It makes the article hard to read, as it does not flow well, and often times, it causes an article to not make sense. You should always strive for an easy to read article that is of some value to the reader.
